What Are Enhanced Duty (Tier) Premises?

Enhanced Tier Premises are venues or locations where it is reasonable to expect, on certain occasions (or from time to time), 800 people simultaneously. (The legislation states that enhanced duty premises are those where it is reasonable to expect that from time to time 800 or more individuals may be present at the same time [Section 2(3)(a)]). These venues have a higher risk profile due to their size, making them potential targets for terrorism. As a result, they must adopt more stringent security measures than Standard Tier Premises.

Examples of Enhanced Duty Premises

Venues that typically fall into this category include:

  • Large entertainment venues (stadiums, concert halls, arenas)
  • Shopping centres and large retail spaces
  • Exhibition centres and conference venues
  • Transport hubs (major train stations, large bus terminals)
  • Large hotels and hospitality venues
  • Universities and large educational campuses with significant public access

Security Obligations for Enhanced Tier Premises

Operators of Enhanced Tier venues must undertake comprehensive security measures, including:

 

  1. Risk Assessments – Conducting detailed assessments to identify potential vulnerabilities and implementing strategies to mitigate risks.
  2. Security Plans – Developing formal, site-specific security plans that outline procedures for preventing and responding to attacks.
  3. Staff Training – Ensuring employees receive specialised counter-terrorism training to recognise and respond to threats.
  4. Incident Response Protocols – Establishing and regularly testing emergency response plans, including lockdown procedures and evacuation strategies.
  5. Physical Security Enhancements – Installing and maintaining security measures such as CCTV, controlled access points, bag checks, and bollards where necessary.
  6. Collaboration with Authorities – Engaging with local law enforcement, emergency services, and counter-terrorism agencies to strengthen preparedness and response capabilities.
